Two UAE company setup quotes can look similar and cover very different work. One may include workspace, another may list it separately. A visa allocation may appear in a package without every processing charge. Renewal costs may be absent from both.

Compare the scope before comparing the total. Give each provider the same business brief, separate authority charges from professional fees, and ask for exclusions and renewal items in writing. Use the questions below with any provider.

Start with one business brief

Write down what the business will actually do, where its customers are, where work or deliveries will happen, who the shareholders are, and what workspace and residency support you expect to need. Send the same brief to each provider. Otherwise, different recommendations may reflect different assumptions.

You can use Virtue AI Navigator for an instant UAE setup comparison before requesting written proposals. Its comparisons are planning references. They do not replace confirmation of eligibility, current charges or authority approvals.

12 questions to ask before paying

1. Which authority, legal form and activity does this quote cover?

Ask for the proposed authority, company form and exact activity description. A broad label such as “consultancy” may not explain the work being quoted. Have the provider identify any part of your operating model that still needs checking.

2. What assumptions are built into the price?

Ask about the number and type of shareholders, licence term, activities, workspace and residency requirements assumed. Mark each assumption as confirmed or unresolved. If your requirements change, request an updated quotation rather than relying on the original headline.

3. Which amounts are authority charges, third-party costs and professional fees?

Request separate categories and a description of the work each fee covers. Confirm who receives each payment and what receipt will be issued. A combined total can be convenient, but it should still be possible to understand what you are buying.

4. What workspace is included?

Confirm the arrangement, term, location and any separate rental or upgrade commitments. Ask whether the proposed workspace has been checked against your activity and intended staffing. Do not treat online registration as confirmation that premises requirements disappear.

5. Does a visa allowance include the processing you need?

Ask the provider to distinguish allocation from applications and issuance. Request a written list of included and excluded processing items, and identify which amounts depend on the applicant’s circumstances. Do not assume that a package label includes every related charge.

6. Are any approvals or documents still unconfirmed?

Ask what must be checked before the application can proceed. Request the document checklist for your particular shareholders and activity, including any translation, attestation or additional approval work. An unresolved item should be labelled as unresolved rather than silently priced at zero.

7. What is excluded?

Ask for a separate exclusions section. Check whether the services you expect after licensing, such as accounting setup or banking application assistance, are within the agreed scope. If something is described as complimentary, confirm exactly what it covers and any limits.

8. How are taxes and payment charges shown?

Ask whether quoted amounts include any applicable VAT and whether card, transfer, currency conversion or other payment costs apply. Confirm the invoice currency and the amount payable at each stage. Request clarification rather than assuming every line has the same treatment.

9. What will renewal involve?

Ask which items recur, what the renewal reference covers and which amounts are not yet confirmed. Compare the licence term and included workspace consistently. A first-year discount does not, on its own, explain the ongoing cost of the business.

10. What happens if the application changes or does not proceed?

Read the cancellation, amendment and refund terms before paying. Ask which charges become non-refundable, at what stage, and whose terms apply. Have important explanations included in the proposal or agreement rather than relying only on a call.

11. Who handles each step, and who decides approval?

Confirm your contact person, your document responsibilities and the provider’s deliverables. Ask for a timeline showing dependencies. Company licensing, immigration and bank onboarding are separate processes; assistance should not be presented as a guarantee of an institution’s decision.

12. How long is the quotation valid?

Look for an issue date, validity period and clear payment milestones. Ask what happens if authority charges or your requirements change before submission. Keep the accepted version, its inclusions and any written amendments together.

A simple comparison method

Create three columns: Quote A, Quote B and Questions still open. Use the same rows for authority and activity, licence term, workspace, authority charges, third-party charges, professional services, residency-related processing, exclusions, renewal and payment terms.

For every row, record “included”, “separate charge” or “not confirmed”. Do not compare two totals as equivalent while an important row remains unconfirmed. Ask both providers to resolve the gaps, then compare the revised scope and total.

Choose the route before the headline price

If you are still deciding between jurisdictions, start with the UAE free zone company formation guide and the Dubai mainland company formation guide. The relevant question is whether a route fits your actual operation, not which headline is lowest.

When you are ready, request an itemised written proposal from Virtue. Explain your activity and requirements so the team can identify what needs confirming. Navigator shows indicative authority/government planning references; Virtue’s professional fees vary and are confirmed separately.

This is a practical quotation-review checklist, not a current price list or a substitute for authority-specific, legal, tax or banking advice. Eligibility and approvals remain with the relevant institution.
